Can laws stop atrocities against women?

In India, there are about 909713 cases reported for cruelty by husbands and other relatives, about 4705596 cases of molestation, about 315074 cases of kidnapping and abduction , about 243051 rape cases and 80833 dowry deaths every 10 years. Again there are still millions of atrocities which are still left unreported in the police stations. Now let us talk about the laws which are formulated and implemented in favour of women.
